Objectives
Electricity
Markets started in Chile still in the 80th had a major development in
England and Wales in the early 90th and since then spread to South and
North America, to Australia and New Zealand and to Europe. At the beginning,
electricity markets involved the separation of generation activities
from transmission and from distribution and the creation of new mechanisms
to relate demand and supply. In a second step, distribution activities
were separated in wiring and retailing bringing competition closer to
the end consumers. As the process went on, we also started to witness
multinational experiences with the increase of international trades
and, in some cases, experiences leading to the merge of trading structures
that should imply the harmonization of several regulatory and operational
practices. Finally, the strong impulse to the installation of large
amounts of wind capacity experienced in some countries together with
the presence of important hydro resources in some others should be carefully
analysed and discussed.
This
course aims at providing a forum to discuss issues related with market
merging namely in view of already existing multinational electricity
markets as the NordPool and of the future implementation of the Iberian
Electricity Market, MIBEL. In this scope, in this course they will be
discussed issues as market modelling, system operation, congestion management,
tariff regulation (namely for transmission and distribution), quality
of service, integration of wind resources, hydro capacity, cogeneration
plants and PV systems, together with the treatment given to stranded
costs and capacity payments.
The
course is intended for professionals from regulatory agencies, from
generation, transmission, distribution, retailing companies and distributed
generation promoters, as well as researchers from universities and research
centers.

João
Tomé Saraiva was born in Portugal in August 1962. He
obtained the degree in Electrical Engineering at the Faculty of Engineering
– Universidade do Porto – in July 1985. From September 1985
to March 1986 he worked as engineer in the department of studies of
an electric equipment manufacturer, EFACEC. He January 1986 he joined
the staff of the Department of Electrical and Computer Engineering of
Universidade do Porto as a lecturer. In 1988 he completed an MSc equivalent
and in March 1993 he obtained the PhD in this University with the highest
classification. In February 2002 he obtained the title of Agregado and
since July 2003 he is Associate Professor in the Department of Electrical
and Computer Engineering of Universidade do Porto. During this period,
Prof João Tomé Saraiva supervised 20 MSc thesis and supervised
or co-supervised 4 PhD thesis. He has also authored or co-authored more
than 100 papers presented in several international workshops, conferences
and in international technical journals. In 2002 he co-authored the
book entitled Electricity Markets – Regulation and Tariffs for
the Use of Networks (in Portuguese) edited by FEUPEdições,
the editor of the Faculty of Engineering – Universidade do Porto
His main areas of interest are:
- Power system expansion planning and operation;
- Integration of uncertainties in power system models;
- Electricity market issues;
- Fuzzy Sets and its Applications to Power Systems.
Since 1985 he also collaborates with the Power Systems Unit of INESC
Porto, where he has been involved in several projects and consultancy
studies, as the following ones:
- he was responsible for a project financed by the Portuguese National
Science Foundation to develop an object oriented platform for optimal
operation of distribution networks;
- he collaborated in a contract with the Portuguese Regulatory Board
for the Electric Sector to study and analyse Quality of Service Issues,
regarding practices in several countries and proposals to incorporate
in the Portuguese legislation;
- he was responsible for a contract with the Portuguese Regulatory Board
for the Electric Sector to study and analyse tariff schemes for the
use of electricity networks;
- he was responsible for contracts with the Company responsible for
the supply of water to metropolitan area of Greater Oporto to evaluate
proposals in the tendering process regarding the implementation of the
Management and Telecontrol System of Water Supply Network;
- he collaborated in a contract with the Portuguese Regulatory Board
for the Electric Sector to study and analyse the technical conditions
of connexion of consumers and generators to electricity networks;
- he collaborated in a contract with Portuguese Regulatory Board for
the Electric Sector to study and analyse methodologies related to transmission
and distribution expansion planning in order to evaluate the expansion
plans;
- he was responsible for a contract with the Portuguese Regulatory Board
for the Electric Sector to study and analyse the calculation of nodal
coefficients reflecting network losses and congestion;
- he was responsible or collaborated in several consultancy studies
with the electricity companies of Açores and Madeira archipelagos
to study their generation and transmission expansion plans as well as
other regulatory issues.
